Bruce Wampler, Ph.D. is founder and CEO of Object Central. 重油汙染金門海灘 船型堡也淪陷

金門馬山以迄山后海灘14日發現大量重油泥塊，汙染範圍綿延3公里左右，連春節期間才開放的新景點「船型堡」一帶也宣告淪陷，研判是路過當地海域的大陸船舶偷排廢油所致。金門國家公園管理處協同縣環保局、金沙鎮公所緊急派員清除，並將循兩岸交流平台通報對岸加強管制，嚴防類似情事再度發生。
昨早8時許，金門岸巡隊發現馬山到山后沿線，陸續有汙油漂上灘岸，隨著潮水沖刷四處擴散，在潔淨的海灘留下一堆堆黑色，且十分膠稠的油漬泥塊，其中又以寒舍花和山后「船型堡」、東割灣一帶最為嚴重，鄰近地區也有零星分布。
金管處和縣環保局據報立即啟動應變機制，動員金沙鎮公所清潔隊協同岸巡和外包清潔人力，沿線展開地毯式清汙作業，汙染斑斑的景況讓慕名走訪「船型堡」的遊客感到掃興。
縣環保局指出，根據油汙硬化程度、發現位置及洋流方向，初步研判油汙可能來源為金門東北角外海往來船隻偷排廢油水，才導致大範圍的汙染，未來的幾天仍可能再隨潮水沖刷上岸，情況頗讓人憂心。
由於當地海域是金門的傳統漁場之一，且近年屢有國際保育類鯨豚發現紀錄，環保局將協調金門海巡隊加強海上巡邏，並循兩岸交流平台通報陸方加強宣導和管制。
依「海洋汙染防治法」規定，船舶偷排廢(汙)水、油或其他汙染物質，可處新臺幣30萬元以上150萬元以下罰鍰，並得令限期改善。
